I wonder if you could register them under the kit car rules.
Honestly though where I live I could just slap on some lights, signals and snag some license plates off of something and no one would bat an eye.

you might get away under kit car rules, but i think it has to be a kit car designed to be a street car.
or just find something like a honda S600 and do what matt brown did

I’ve seen a dwarfcar registered in NH. But depending on your state, some of the sticking points:
Bumper height
headlight height
blinker height
no reverse
And then theres driving around at bumper height of all the other cars on the road.

If you add the lights and stuff, you could register it as a kit car. Which it really kinda is, since it’s never been a real car.
